I. Introduction
Union County College recognizes the value and potential of publishing on the World Wide Web and so allows and encourages faculty, administrators, staff and students to publish electronic information subject to these guidelines. Today's technologically based society demands that well-educated persons be well-versed in the language and use of the Internet. The World Wide Web is an international computer network of information and educational resources that uses text, graphics, audio and video through the Internet. A "Home Page" is the first computer screen of an organization's information. It serves a purpose similar to the table of contents in a book. The Home Page generally has the institution's logo, some general information about the organization, and links for connecting to other Institutional Web Pages and to outside organizations.
As an institution of higher education, Union County College believes students, faculty, administrators, and staff should have access to and utilize new relevant technological communications methods in a well-managed and responsible manner.
II. Objectives
These guidelines for the use of the World Wide Web are intended to provide a frame work for providing college information in a consistent and user friendly manner, while allowing flexibility for College departments and personnel who publish information that is linked to the College's Home Page. These guidelines apply to Union County College and all of its affiliated or subsidiary organizations and to all programs and activities within any Union County College entity.
These guidelines are designed to:
1. provide that the information be accurate and timely;
2. assure continuing support of the technical infrastructure and its maintenance;
3. develop page content that supports the College's mission.
These guidelines should not be seen as restricting or inhibiting the proper use of the World Wide Web for academic purposes.
III. Purpose
Access to the World Wide Web is rapidly becoming an essential tool for education, administrative, academic, marketing, and communications functions. Therefore, it is important that Union County College and its affiliated organizations, joint academic programs and contractual relationships establish and maintain a presence on the World Wide Web to disseminate and receive useful information in support of its mission as a comprehensive community college. Union County College also may facilitate World Wide Web publishing for departments, divisions, faculty and students who can potentially benefit from the use of this technology.
IV. Ownership
With regard to Institutional Web Pages, authorized College personnel may access the information, remove it from the College's communications equipment , or use the information for College purposes.
All rights, including copyrights, to electronic communications authored by employees of Union County College whose job duties include the development of such electronic communications shall be and remain the property of Union County College.
Copyrights of electronic communications developed by students, faculty and employees whose job duties do not include the development of such electronic communications shall be determined in accordance with applicable laws, rules, regulations, or Agreements. All such rights are subject to the provisions of applicable grants, or government-funded programs.
V. Guidelines for WWW Publishing
These guidelines are designed to set forth the proper use of Union County College Web Pages on the World Wide Web. For those using Union County College Web Pages, the College's traditional policies on academic freedom shall apply. It is the College's intent to allow the use of this technology consistent with the general principles that govern this academic community, including:
A. Authority
Union County College's president and chief executive officer will have authority for the overall Internet/Intranet access and may delegate components to other areas within the College as appropriate. The Department of Information Technologies will coordinate the implementation of all access.
B. Code of Ethics
The free exchange of information is a fundamental value underlying Union County College's mission as an institution of higher education and as a comprehensive community college. It is the policy of Union County College and the responsibility of the user to abide by all state and federal laws.
C. Resource Utilization
Union County College has finite computing and network resources. Web Pages may not utilize these resources to the extent that they interfere with routine academic and administrative use of the Union County College computer systems and networks. Individuals who have World Wide Web Page accounts through Union County College will confine individual resource use as directed by the Department of Information Technologies. Furthermore, Union County College has limited financial and human resources. In accordance with fiscal planning, information can be translated into Web Pages and posted onto the College's web site.
D. Access to Information
It is the policy of Union County College to effect prompt and open dissemination of the results of scholarly activity and other information. The free exchange of information to the public and among scholars is essential to the fulfillment of Union County College's obligations as an institution of higher education. Union County College therefore will attempt to disseminate the information with as little delay as possible.

E. Oversight
Union County College reserves the right for its authorized representatives to access, use, and disclose the contents of Union County College Institutional Web Pages. However, Personal Web Pages will not be monitored or accessed except on a need-to-know basis related to a specific business purpose, including responding to complaints received by third parties. Institutional Web Page content shall be routinely monitored for compliance with the standards of the College and these guidelines.
F. Sanctions
Findings of any violations of these guidelines or related regulations or laws will be refered to the appropriate College authority. Violations may be processed through the established academic and employment disciplinary processes. Any individual found to have violated these guidelines pertaining to the World Wide Web may be subject to disciplinary action.
Union County College World Wide Web Pages may not be used in any manner prohibited by law or disallowed by licenses, contracts or College Regulations. Groups or individuals creating or sponsoring Web Pages are accountable for the information they "publish." Areas of concern include but are not limited to:
1. Use of copyrighted images, text or software in violation of copyright or other laws and regulations;
2. Use of Institutional Web Pages for the purpose of private financial gain not relevant to the mission of the College;
3. Use of Web Pages to engage in any illegal activity.

G. Web Page Content
Institutional Web Pages maintained on the Union County College Internet/Intranet System must reflect a positive image of Union County College. Departments publishing information through this service are expected to abide by standards as established in these guidelines and seek the approval from the appropriate divisional Vice President or his/her appointee prior to publication or placing the Web Pages on the Internet or Intranet.
Authors will:
1. follow the approved Union County College style sheet template for all Institutional Web Pages;
2. make every effort to assure that the content is accurate and up-to-date;
3. avoid commercial use, except for promoting Union County College and its functions;
4. avoid slanderous or harassing or hate messages and other material that might incite violence or extreme negative reactions;
5. verify that the content does not include any confidential proprietary information of any nature.
Authors are expected to apply a "reasonable person" standard in determining what words or information might fall within the categories of information to be avoided.

H. Hyperlinks to other World Wide Web Pages
External hyperlinks connect Union County College's Home Page to other organization's' Web Pages. External hyperlinks placed on any Institutional Web Page, as defined in V. I. 1. of this document, must be authorized by Union County College's president and CEO or his appointee.
I. * Required Disclaimers
Personal Web Pages published by students, faculty, administrators or staff may not use the College logo, nameplate or seal anywhere on any Web Page. All Personal Web Pages of individuals (faculty, administrators, staff and students) must have a link to the following disclaimer:
"Information on Personal Web Page(s) represents the thoughts and opinions expressed by the author and not that of Union County College. The author takes full responsibility for the information presented. By using the information contained herein, the user willingly assumes all risks in connection with such use. Neither the author nor Union County College shall be held liable or responsible for content, errors, and/or omissions in information herein or information contained on any Web Page to which it is linked. Furthermore, neither the author nor Union County College shall be liable for any special, consequential, or exemplary damages resulting, in whole or in part, from any user(s) use of, or reliance upon, this material or material set forth on any Web Page to which it is linked."
All other types ofWeb Pages (except Personal Web Pages)must have a link to the following general disclaimer:

Below are the categories of Web Pages along with the type of disclaimer required. Union County College's establishment of and presence on the World Wide Web include:
1. Institutional Web Pages
Those initiated, established and maintained by the College and related to a college-wide message require a link to the general web page disclaimer.
2. Web Pages of Affiliated Organizations
Those initiated, established and maintained by institutions and organizations affiliated with Union County College require a link to the general web page disclaimer.
3. Department Web Pages
Those initiated, established and maintained by Union County College divisions, departments, centers or similar groups to carry information or materials relating to those groups require a link to the general web page disclaimer.
4. Student Organization Web Pages
Those initiated, established and maintained by Student Organizations sanctioned by the College or by the Student Government Association to carry information or materials relating to those groups require a link to the general web page disclaimer.
5. Faculty Curriculum Web Pages
Those initiated, established and maintained by individual faculty to carry information and materials related to courses require a link to the general web page disclaimer.
6. Personal Web Pages
Those initiated, established and maintained by individuals, including, faculty, administrators, staff, and students related to the professional and personal interest of those individuals require a link to the personal web page disclaimer.
